Nether Fossil Structures don't spawn in Soul Sand Valley

Basalt will spawn, but no fossils will in the Soul Sand Valley. Fossils spawn in this biome in the Java edition of Minecraft, but not the Bedrock edition.

Steps to Reproduce:

1. Create a world with the seed 1537846859.

2. Build a nether portal and enter it.

3. /tp @s 1046 62 1024

4. Explore the Soul Sand Valley.

Observed Results:
Nether fossils do not generate.

Expected Results:
Nether fossils should generate throughout the Soul Sand Valley.
