Food doesn't heal tamed wolves - they go into love mode instead

Despite being low on health, food such as beef does not heal the tamed wolf - instead, they go into love mode. This bug was fixed before, but came back again.

Steps to Reproduce:
1. /summon wolf
2. Tame wolf.
3. Hit it a few times.
4. Try to heal with meat (notice tail doesn't rise and love mode starts).
5. Hit and (try to) heal until it dies.
