[MCPE-65858] Map not creating levels 0, 1, 2 or 3 only level 4

When I go to create maps in craft & cartography tables or anvil all maps are fully zoomed out to level 4

I can't craft level 0, 1, 2 or 3 maps

Only able to craft level 4 maps..
