Wooden Axe can't be used as fuel in a furnace

What I expected to happen was...:
In 0.8.0, you can now use wooden tools as fuel, so I expected every wooden tool could be used as fuel.
What actually happened was...:
The only wooden tools you can use as fuel are sword, shovel, hoe, and pickaxe.

Steps to Reproduce:
1. Start or load a world in survival
2. Get a wooden axe and a furnace
3. Look in the furnace, it can't be used as fuel
