Minecart acts like it is on a powered rail when on grass

Minecart keeps moving on grass blocks

What I expected to happen was...:
Minecart would stop on the grass like always

What actually happened was...:
The minecart accelerated on the grass and kept moving until it hit a wall

Steps to Reproduce:
1. Make a section of NORMAL(not powered) rail, at least 7
2. Put 3 minecarts at the end of the track
3. Make the floor at the other end grass blocks
4. Make a wall after the grass blocks
5. Give the carts a shove
They might keep moving on the grass (about 5% of happening)
