Ever since exploring a Nether Fortress (and killing all the wither skeletons), there have been no further respawns of wither skeletons. This is consistent throughout 3 worlds, each world containing multiple fortresses. I have also AFKed within the spawning radius of a fortress in every world, yet there are still no spawns.
