If you stand on a block without reatching any other block the block u are standing on gets a wierd hitbox. U can use split controlls and see this clearly. This might be intentional. Excuse my spelling please...

Works as intended. This is a Minecraft PE-exclusive feature that allows players to easily make horizontal structures in the air. If you were to tap the screen of your device in the screenshot, a block would be placed.
