[MCPE-69077] Chain Blocks Are Not Water Loggable

In the most recent snapshot for Minecraft chain blocks were added and with testing I realized that chains could not be waterlogged despite similar blocks like iron bars and fence posts being waterloggable (Marked as other platform due to Java edition not being clearly marked, Snapshot releases are also not marked)
