Water dose not destroy all non water resistant blocks properly (rails carpet snow)

In survival when water is placed on top of rails, carpet ect the water destroys the block, and than it dose not give an item back.

Make a stair case(do not use slabs or stairs) than place rails or carpet on top of the blocks than place a source block of water on the top.
