Enchanted Items from fishing always give Curse of Vanishing / Binding

Cannot Reproduce

Every time I use a fishing rod and get an enchanted item, it always has a curse of vanishing/curse of binding enchantment on it. This goes for books, bows, gear, etc.

Happens on my Switch running 10.0.4 running 1.16.1. The Curse of Vanishing is only applied to the fishing rods that I catch
