When using /testforblock on the new blocks added with the 1.16 betas, every data value that I've checked will only test for the default blockstates. /setblock and /fill also appear to only be able to set the default blockstates.
Because of this, it is seemingly impossible to test for most rotated crimson/warped stems and buttons, unlit soul campfires, and upper half crimson/warped slabs or place these blocks with commands.
