iOS Keyboard Covers Chat Box on iPad

On a 9.7 inch, 5th Generation iPad, the chat box is often covered by the keyboard.

Reproduce: Open Chat (with touch), press the chat box or the keyboard. Ok, it worked, now press it again, and maybe again and maybe again untillll, it bugs. Once it bugs, every time you open chat from there on out, the keyboard blocks the chat box. I do see the chat box rise significantly, and is it put JUST below the top of the keyboard so that it isn’t see able.
I’ve had this bug since at least 1.13, but it probably has to do with iOS 13.
This is seriously annoying and I’m shocked it hasn’t been fixed, it might be only on this device or this screen size. I don’t know if anyone else is having this issue and I checked several sections of settings and could find nothing that could affect this.
