[MCPE-71088] “Online play is not rated” warning shows for offline play

When playing offline worlds, even without internet, this spurious and irrelevant warning shows up. This warning should be limited to accessing online or networked play only, and not for offline, single-player play.

I searched for the error message, and didn’t find it; based on the previous bug’s title, and awkward description, I wouldn’t have assumed they were the same (though that is a logical conclusion to reach).
