When set on Peaceful, ghasts are still there and not disappearing

We're actually already tracking this issue in MCPE-53383, so I've resolved and linked this ticket as a duplicate.
That ticket has already had a fix version assigned which means the bug is believed to be fixed in a beta and the fix should arrive in an upcoming release.
