Bug in the enchantment of fortune

Even if you have fortune in the pickaxe, it drops the ore normally as if you don't have the enchantment of fortune. I've already auditioned the creative with 64 diamond miners, and I picked it up with the charmed pickax with the Illl fortune, and I collected exactly 64 diamonds. That means the incantation isn't working.
