Im in the nether killing wither skeletons for there skulls but then my friend joins me and then when he gets on the world nothing will spawn. Now i'm on windows 10 and he is on a Nintendo switch. But the blaze spawners work though but no wither skeleton, zombie pigman, ghast, and ect. Now im not sure if its our world or just a bug on multiplayer.
