Paper map texture missing(Or something like that)

Maps are broken, all of them. I have tried crafting new maps, but to no avail. I can still see the terrain the map should be showing, but it flickers. Watch the video to see what I mean. I thought it may have had something to do with my resource packs, so I disabled them and even went as far as reinstalling the game, but the issue still persists.
