Villagers will become inactive and not longer breed, claim new beds, or claim profession blocks until the server is restarted. Once the server is restarted all these actions will occur for a short time, about long enough to place a profession block and for them to claim it. But then it "freezes" again, needing to be restarted for anything to happen again.
