I know its been a while since the Village and Pillage update but when me and my brother where triggering a raid and we couldn't find anything but we could hear them. Now, the closest i got to finding one was going inside a mountain where the sounds of pillagers where the loudest.
I am not sure if this is a spawn issue or just the raid itself.
