Chests in ruined portals sometimes generate without loot

He probably means your chests in Minecraft crashes/corrupts every chest in my survival world becomes replaced with a empty chest like if you used setblock command 2 times it would place chests and disconnected the chests (large chests and shulker boxes) if you leave the chunk or log out and back in so everything you had would disappear

This also happened with the village 

It happens to most Chests in the overworld, nether and End

This is also happening in the village, the shattered portals, the city of the end and among others

It happened with me in the nether
