NOTE: This only affects if you are playing on betas with experimental gameplay on!!!
Chests would be empty or not in the world if you were playing on 1.16.0.64 beta with experimental mode on. Village chests would empty or in temples there would be no chests. Only chest that i found that had items in it was the Starting chest.
First picture shows with experimental gameplay on and second with off.

That ticket has already been resolved as Fixed or has a Fix Version that relates to an ongoing BETA phase. The fix will arrive in a future version, you can check the Fix Version/s field in that ticket to learn more.
