[MCPE-82636] Parity issue: Redstone signals travel through honey blocks in BE but not in JE

The bug

In Bedrock edition, redstone signals are able to travel through honey blocks. In Java edition at MC-163168, it is considered intentional that redstone signals do not travel through honey blocks.
