Hit Target powers different blocks than Java

Summary:

Hitting a target block powers blocks around it. It is inconsistent between bedrock and java

Repro Steps:
Create a vanilla world and place a target.

place redstone lamps around it

hit it with an arrow

Observed Results:

it lights up redstone lamps in a fashion you wouldn't expect. In bedrock it looks like this

Expected Results:

expect they would both be the same

this is just because you have no kuasi connectivity in bedrock i believe - this is a parity issue, but if they added it a whole load of bedrock redstone would break
