The capes tab appear to be missing in my version of MCPE. I should let you know that I have restarted and deleted and reinstalled the game multiple times. Also, I would like to notify you that the character creation section is not working and thus I cannot create a character. These screenshots show the issue.

You are offline that's why doesn't work.and this bug that when you are in offline the cape menu doesn't show.
When you in your game the wifi was off or on? If it was off then you in your game the cape menu doesn't show if you connected wifi letter the menu doesn't show. This is not wifi bug this offline bug.
