Summary:
Netherite hoes can be obtained through bartering with piglins. In Java Edition, this is not the case.
Steps to Reproduce:
Spawn a piglin in the Nether
Barter with it
Observed Results:
The piglin sometimes barters a netherite hoe.
Expected Results:
The piglin should not barter a netherite hoe.

This is from Java Edition. In the report it say bedrock beta, but in the summary java. Don't know which it is referring to, but this is from java. I have not looked at bedrock.
I can confirm this, but they never removed the hoe from the loot table like java. The netherite hoe is a bit too powerful in terms of a renewable source.
Does not match java edition but I hope they change the loot tables (again).
This is a bug. Parity issues that were introduced in the buzzy bees update or later are accepted on the bug tracker. I know why this is happening. Here is the piglin bartering loot table from 20w19a and the one from 20w20a. In 20w19a, you can see: {

In 20w20a this does not exist. It also does not exist in every snapshot, pre-release, and update to 1.16.1. And if it isn't in the loot table, then it isn't in the game. Whether it is a bug or not I do not know. But this is why you can't get netherite hoes from piglins. I checked every version. Last place you could barter for a hoe is 20w19a.
