If you are wearing full mending armor and your pickaxe is mending, even if your armor is fully repaired when you get xp it wont go to your pickaxe. It will add to your xp bar and not go to your pickaxe. But when you take your armor off any xp you collect repairs you pick

Yes, I hope this gets changed please... It's such a bad design to have full hp tools have a draw on xp just to stick it in your xp bar...
