You can take falling damage when climbing down a ladder

Please edit the Affects Version/s field and select the specific Released Version you were using when you encountered the reported issue.

To reproduce this issue, put a ladder at some depth, for example, above, climb up, then climb down, you'll notice that you can take falling damage.

Resolve this as cannot reproduce, it was happening only in a server, the hive, but not in vanilla.
