[MCPE-8888] Torches disappear when they are dislodged by water instead of dropping as an item

Torches that are broken by water disappear instead of being dropped as an item.

To reproduce: Place a torch. Cause any water to break the torch so the water runs into or over the torch. Observe that the torch disappears instead of being dropped as an item. I expected the torch to drop as an item. (Samsung Galaxy S4 Android 5.0.1 MCPE 0.12.2)

Original report: When I placed a torch under a water source, the torch disappears and doesnt drop torch.

I was like hahahahhaha-wait, that just happened. Confirmed on Samsung Galaxy S4 android 5.0.1 mcpe 0.11.1

I even checked to see if the torch dropped below or beside the block it had been on. Nope.

In both creative and survival, the torch item always drops for me on my Samsung Galaxy S6 (SM-G920W8), Android 5.1.1, MCPE 0.13.0. Doesn't matter how I've placed the water or the torch.
