Zombiefied Piglin pickup the illager banner as pillager. Zombie and other mob can't do it only hold it on hand. Only this two mob can wear it.

Zombie variants and skeleton variants can pick up the banner and wear it on its body by the way. Inshort any mob that has a ability to pick up an item, if they have no chest plates or elytra they will pick up an illager banner.
