Custom Skin Issue

Using a phone, I can get a custom skin on my profile by simply importing a photo from the camera roll. When I go on the Xbox, that custom skin turns into a default Alex skin. I am using the same profile for both the console and IOS. I have tried to import a skin directly from the Xbox, but there is not an option to do that. Even if this isn't a bug, I would still like to know how getting a custom skin on the console is possible.
