[MCPE-92191] kelp in waterfall

I was exploring my world when i found a waterfall, only it had a kelp growing in it. it looked like it had replaced the water, because the water was acting like it. it was really weird even though this is similar to MCPE-37155 it is different because it acts as if it is water
