bug where kelp stops growing is still present. see attached image where my kelp stopped growing. even bonemeal will not grow it.

Could not reproduce. Is this still an issue?
Can you please attach a video of this, or link it here if Jira can't handle the attachment?
This bug still persists in 1.16.201. Breaking and replacing the kelp seems to temporarily fix the issue though.
