when the roof of a build is placed at build height, rain gains the ability to fall through all blocks placed beneath the original roof at build height.

Can confirm that this happens for me as well on PC in 1.16.2. My roof was made from glass blocks, so I know for sure it happens for that type of block. I can't speak to other types of blocks as I didn't test them.
