[MCPE-98961] Basalt pillars don’t generate

Basalt pillars no longer generate in the soulsand valley due to the ceiling now being made of soulsand/soil. They now only generate extremely rarely on areas of the ceiling that are still netherrack.

Basalt pillars were wrongly generated in Crimson Forest.

There's a possibility that the Basalt pillars can only generate on netherrack based on the screenshot on the comments.
