So I was my parrots when I noticed something unusual. The parrots on the paperdoll were spinning rapidly. To rereate it: you have to tame a parrot, then make him sit on your shoulder, and look at the paperdoll. (Make sure hide paperdoll is turned off.)
He video below is in creative but it works in all gamemodes.
