This is the 2nd time in the last week that this has happened, so I'm reporting it here: When I logged onto my realm on tuesday, commandblockoutput gamerule was enabled (and consequently spamming chat due to one of our scoreboards). I disabled it promptly.
The realm was fine yesterday when multiple people were logging on and off.
When another admin logged onto the realm a few minutes ago, the commandblockoutput gamerule was enabled again! I've disabled it once more. I'll update this report if I have the issue again. This is not our players or admins enabling the gamerule.
My theory is that admin log-ons re-enable commandblockoutput for some reason, but I need to test this more.

Does this happen every time you or another admin logs out, or only when all players log out (as described in REALMS-10253)?
I can confirm that this is an issue. But mine happens daily. Also it's not commandblockoutput it's all of them.
I was having issues with the difficulty, keepinventory, randomtickspeed, firetick, tntexplodes, bedexplodes, and probably more that I have forgotten.
To resolve the issue I downloaded the world went to the world settings (not logging into the world) and set the gamerules and re-uploaded the world to the realm.
I left commandblockoutput on true and I have an add-on that automatically changes it to false. Everyday or at least nearly everyday I can tell that the gamerules reset when my command blocks trigger in chat before the add-on changes the gamerule.
