[REALMS-11447] New End Gateways not creating after re-killing the Ender Dragon

New End Gateways not creating after re-killing the Ender Dragon

We killed the Ender Dragon 3 times; got a new End Gateway for each of those; now when we re-kill the Ender Dragon we're not getting new End Gateways.
