In the plains village, the villager ai attempts to get to the blast furnace to get the job, but instead tries to go through a blocked route and gets stuck in the corner. breaking the left stair and the blocks under it (until the floor) solves the issue.

In a plains village, get into the armorer room with an unemployed villager with you for this to happen.
