When activating a global resource it enables and works perfectly in a local world but upon joining my own realm and any other realm it doesnt work at all and seems to be not enabled.
although i have used actions and stuff for an example in the video this is applicable to all resource packs.

This issue has been happening to me as well, it seems to not be something that only happens on one platform, as it happens to me on my iPad, iPhone, and PS5. It also doesn’t seem to be affected by the “require players to download optional resource packs to join” setting being turned off or on, and having the realm use no resource packs at all.
