No operator members in realm; unable to edit individual player permissions

I am unable to get an operator user on my realm, making commands such as /op unavailable, as the highest permission level any player has is 2 (including the realm owner).  As a result of this we are also unable to edit the permissions of individual players beyond the "crown" button in the players menu.  This makes it so each person is either all the way down at visitor permissions (cannot even break blocks) or at the same level as the realm owner (with a multitude of commands available, although not operator commands, as previously mentioned).  Obviously we would like more granularity than this all-or-nothing.

Steps to Reproduce

• Create a new realms world.  Either by uploading an existing world or creating a fresh one.

• Load into the game an attempt to use the /op command (or any other level 3 command https://minecraft.gamepedia.com/Commands)

• Notice that it says the command is unavailable to the player does not have permission

What I've Tried

• Using the "replace world' feature to upload numerous single player worlds, each with varying levels of default player permissions and cheats settings.  Even on single player worlds where the owner is an operator, the permission is lost upon uploading the world to realms.

• Closing the realm, waiting several minutes, and opening it again to allow it to restart.
