Mining fatigue is received while working near ocean monument as normal.
Using milk to remove the effect results in the effect immediately coming right back over and over.

Literature in Elder Guardians states that they scan and apply mining fatigue to players within a 50 block radius on one minute intervals. Perhaps this is wrong then?
