While mining I do not receive the expected EXP points. Breaking redstone and coal produces the orbs and audio but my EXP does not increase. I do correctly receive EXP when killing a mob while mining. I have experienced this only while mining over the course of many days and restarts. I have tried with and without silk touch.

Did you happen to have mending enchanted on any of your gear? This may potentially be the cause of the problem.
