Iron golem can't be created

What order did you place the blocks in? Note that the head must be placed last.
Does this only happen on a realm or does the same issue occur in a local copy of the world?
What game settings are being used?

Either way, this is wai. There are tall grass blocks under its "arms," those spaces need to be left empty.

Does it work if the blocks under the arms are cleared before placing the golem?
