[REALMS-9421] Cant name name tags on anvil

I cannot name a name tag to use on a mob. I buy a fresh name tag from a villager and take it straight to a fresh anvil and whenever I type a name in it, it does not allow me to grab it "new" name tag. Ive tried restarting but it wont work for any blocks for that matter.
