[WEB-110] I think the skin servers might be broken

The second layer of my skin won't show even though it works in Windows 10 edition. I checked help.mojang.com and it said the skin services are good. I think you should change that.

The title of this issue is wrong, but the underlying issue is still very valid.
The Windows edition shouldn't be any different from the Java edition. If there are differences, the game is not implemented correctly.

Edit: Not a WEB bug, should be moved to somewhere else.

If this is still an issue it needs to be reported to MCPE, not WEB.
