I don't even know if this is a bug, but are some missing MHF heads,like for exemple skeletal horse,Witch,Horse
if I remember well there were Witch skulls.
if it isn't a bug,i'll just ask you if in 1.9 you can add MHF_Witch, MHF_SkeletalHorse, MHF_Horse etc
to see this do /give @p minecraft:skull 1 3 {SkullOwner:MHF_Witch}
if it gives you steve's or alex's head,try to do "Sheep" instead of "Witch",it'll give you a sheep's skull

MHF skins are not a part of the game, they're user accounts with skins. If one does not exist, it's because it hasn't been created. They're a bit time consuming to add, so if you believe that some are missing and need to be added, I'd suggest emailing me complete details/skins and making it as clear and easy as possible. Can't guarantee that they'll be added, but I'll try. Closing issue since it's not an actual bug.

2)If I'm not wrong, in 1.8 there was Witch's MHF_Skull,but in 15w47c there no longer exist
Accounts are not tied to game versions, so snapshots have no bearing on whether or not an individual head will be available.
Please do not mark unreleased versions as affected.
