Those other people are just other accounts who used to have "TheLegend27" as their username. You are able to change your username every 30 days, and the website namemc.com is just able to list out the history of names a player had.
Please take the time to read the page, as it does list out the date of the username change, before posting your issue on the bug tracker.

It might be a good idea to leave the report open until the reason was found. Otherwise the same thing might happen again.
On 28th January we can test again if you can rename your account to "TheLegend27" otherwise the question is if you can create a profile with a name which a renamed profile already has, but with no profile which initially had that name as it appears that this might have been the case here.
Edit: You cannot rename yourself to TheLegend27.
Thats probally just that 1 person used it once then changed it then someone used it and so on
