Uploading a skin that is larger than 8 kilobytes gives the upload error of: "File is too large"
Skins are 64x64 pixels in size. An uncompressed png of that size is usually around 19kb. Some skins, even compressed, are too large to be uploaded.
I understand that this limit was made so that larger skin files don't need to be loaded when joining a server with multiple people on, but, really? 8kb?
Recommendation: make maximum skin file size 24kb or 32kb.

@unknown is right. The attached skin
[media]should only contain used parts and only the second layer is transparent. Its size is 12,4 KB but it appears it cannot really compressed lossless much better.
This is fixed now, the maximum size is 16KB (16384 bytes) which is enough if all irrelevant information was removed from the skin file.
