This issue has since been fixed
Navigate to https://www.minecraft.net/en-us/article/minecraft-java-edition-1-21-11 using a web browser (tested with Firefox and Edge).
Scroll down to the link for the cross-platform server jar and click it. Instead of downloading a jar file, nothing happens. All other links seem to point to their appropriate locations, but the cross-platform server jar link seems to have no URL.
