[WEB-8513] The two backgrounds are different

When you are in the bug tracker when you are not logged in, it looks different than the one when you are logged in. To reproduce open two tabs of the Minecraft bug tracker one that is logged in and one that is not logged in to your account they will both look different. Expected result they should look the same actual result they don’t.

This is not a bug.

When you are not logged in, you are seeing a custom frontend.

When you are logged in, you are seeing Jira Service Manager.
